NOT NEGOTIABLE
Under Chapter 89, HRS (Section 89-9(d), HRS), the following are excluded from negotiations:
- Classification – process of placing positions into appropriate classes
- Reclassification – process of redescribing a position and placing into another class
- Health care benefits
- Retirement benefits
- Initial pricing – assignment of a civil service class to an appropriate pay grade
- Recruitment
- Examination
